In my experience Orbitz tends to be a little cheaper than other leading sites. However, each destination may be different, and for that, I recommend searching on the following sites:
Orbitz.com
Travelocity.com
Expedia.com

What’s “domestic” for you? This forum spans many of Yahoo’s English language sites around the world. Edit your question to add this info, and you will get better-informed answers.

Ok, within the US. The cheapest I’ve seen recently are Skybus at $10+tax per flight segment, and Spirit with 8 cent and 8 dollar fares. But, these airlines don’t fly everywhere. Southwest’s “Ding” program, and Allegiant Airlines, can also be very cheap, and these don’t show up on mainline booking sites, so you have to check their sites directly.
For all the rest, and are very good — both for intra-US, and international flights. But again, there are some airlines on international routes that don’t show up on the mainline booking sites — such as FlyGlobespan, Martinair, and Air Comet.
I hope this helps. If you have more specific route requests, please start a new question, or edit this one and I’ll try to check back later.
